I use Shoe GOO. Comes in a large tube. Works for me. Put some on my rubber Lacross boots three years ago and its still holding up. Most chain sporting goods have it, Meijers, etc. A good adhesive slicone should work just as well though.

Try Gorilla brand crazy glue (blue cap) your problems will end. I second that. Been building arrows for over 35 years and Gorilla superglue (blue top) IMO the best I've used..Blazers or any other brand makes no difference. Clean shafts with 99% alcohol. I use it on aluminum and carbons. Good luck.

Not to be an alarmist but with what we are dealing with (TB, possible CWD... one case) here in Michigan you might consider a call to one of your CO's to have that deer tested. It may be nothing but something sounds suspicious obviously with your deer. Congratulations though.
