Flex the shaft and also twist it like an "indian rope burn", if the shaft does not crack or splitter, it is good and ready to use again.

Also check real good at both ends of the shaft looking for any fine splitters or cracks.

Go buy a fletcher and make your own. I am sure that the guy would have charged some crazy amount anyway. Making bolts is so easy, as well as rewarding.
