That's because the Ministry wanted more money from the sale of tags. It didn't really care if there was moose or not (population wise) for the number of hunters. This article certainly means it's going to reduce the future number of tags to be allocated, which trows a wrench in their Finance buy not...

Prior to buying my Excalibur Exocet, I had a 60 lbs recurve bow hand-made for me by a fellow in Ottawa, ON, since it was hard to get a compound at the time for a 6'4" high guy with a 31" draw.

Use the crossbow in ON and the recurve in QC.
