My name is Dale Holder, I am the Legislative liaison for the American Crossbow Federation in Wyoming.
Currently Wyoming law allows the use of a leverage gaining device (cocking aids) to handicapped hunters only. I am working on getting this changed, so anyone may use a cocking aid while hunting, in the 2007 legislative session.
I would like help from any Wyoming crossbow hunters on this issue.

A cocking decive is more for making sure that the string is centered properly thereby promoting good accuarcy than to help cock.
Very silly law..
Are they afraid that some peope, will use a humongous weight crossbow? If so, bargain with them and tell them to set a limit on poundage. That would be a lot more enforcable than a cocking device.

Wyoming Crossbow hunting
Wyoming was one of the first states to legalize crossbow hunting during the regular archery season. We have enjoyed the freedom of using the crossbow in all of the seasons for over 30 years.
Not being able to use a leverage-gaining device was probably a concern to address technology.
The technology of the crossbow has always followed the traditional bow market.
As speeds and kinetic energy develop for the traditional bows, so will the crossbow mirror that.
We are the only state that restricts the use of a cocking aid. Being able to use a cocking aid will enable more people to enjoy the sport.

I elk hunted once close to Sheridan. I think we we were at some grassland close to Parkman? We got into elk but could never close the deal. I had a raghorn 3 X 2 at 15 yards and could have killed him, but had a 6 X 6 behind me in stuff that I just knew he would walk out.
He didn't and I ate a tag with no regrets.
Fun though
I saw LOTS of pronghorns just south of Sheridan. Big ones with nice cutters.
If I can help you in any way plese let me know.
I just might want to go chase elk again with my crossbow and I'd like to use a rope cocker.
