The people at ATF are really quite helpful.

According to this vendor it is not restricted (other than a dollar value issue)

RESTRICTION

Gun Parts totaling $100 or more may not be shipped outside the United States without proper export licensing

I believe shotgun parts are controlled by the Dept of Commerce and again I am not 100% sure but I believe whoever ships you the chokes must have an export permit.

I always check with supplier you want to purchase chokes from. Some will ship to Canada and some won't. Last ones I ordered came with machine parts on envelope! No issues there, hint, hint. Smaller manufactures will do this, cabelas, brownells etc no go. The folks at Elwood Epps in Barrie/Orillia are great at ordering single parts from states give them a call. My buddies that are always looking for pistol or AR parts get Epps to order them in for them all the time.

The problem with US export laws is thats they are clear as mud lol what is ok with one security agency my not be ok with another, but in the last few years pretty well any firearm parts need export permits, its confusing enough where many retailers just say no to exporting any firearm related items because they have seen other big retailers heavily fined.
