I think it was planned to help the people of Ontario to deal with their Hydro Bill ( electricity bill ) and the Carbon tax on fuel ! Look at Bill complain , smoke some grass , look at Bill complain , smoke a little more , look at bill , what was I doing ??? The rest of Canada will follow suit to help deal with their upcoming Carbon Pricing

The legislation has passed but truly it isn't law yet. It's only passed through senate. It now needs royal assent.

Yep, and if it does its not schelude to be law until mid October.
All we can hope for now, is that all the potheads who voted him in, get high and forget to vote for him the second time around!

It has received royal assent today, but won't actually be legal until Oct. 17, to allow the provinces to get everything in order.
