The state (commonwealth?) of Virginia is taking comments on the issue of allowing crossbows into the general archery season. Out of staters are permitted to comment as well. The link is :

I posted a comment, as a former resident of VA I would like to se it pass. I would also like to see it pass in Kentucky! But the commissioner has set it aside for now.
