I don't see anywhere in the regs. where you need to have a license to call birds but if you don't have an open tag you can't have a gun with you while calling for your hunting partners.

If you go by the letter of the law .Bird watchers or us scouting for deer/turkeys could be charged.
Hunting consists of lying in wait for,searching for,being on the trail of,pursuing,chasing,or shooting at wildlife,whether or not the wildlife is killed,injured,captured or harassed.
When I asked this question of our local CO he agreed ,but stated that it is government people who write the laws and they haven`t a clue what they are talking about . :lol:
