The wolf's den is really nice spot to go, they even added a second 3D course, and it's only 10 bucks a day, but it kind of far.

I do most of my shooting at Elmira Rod and Gun. We have a 100 yard and 200 yard rifle range, indoor 20 meter range, outdoor archery range, 3D archery course set up in our bush, an outdoor field target airgun course and great horse shoe facilities. The cost is about $135 per year.

re Oshawa
you can visit their rifle range if you're invited by a member and pay something like 15$/day, the range is great - 300 yards.
They have 1-2 days pre deer season when anyone's welcome for
$25 or so, I think it gets busy.

This info is couple years old, I am not a member anymore.

I also used to shoot in Simcoe county forests.
As long as you're not shooting at someone's house you should be OK
