more help please

ok so today i got my gold tips they came with the inserts needed.....1st question, the inserts that are flat and go on the butt of the arrow have a hole all the way through them is this right? 2nd question i use the Arizon EZ Fletcher to fletch my arrows http://www.basspro.com/webapp/wcs/store ... 0_400-14-8 and i was wondering if it matter if i put my butt insert on before i put the arrow into the fletcher? What i mean is will it matter if the vanes are a very very little father up on the arrow?

The rear insert on my goldtips also have holes through them.
