That's because the Ministry wanted more money from the sale of tags. It didn't really care if there was moose or not (population wise) for the number of hunters.
This article certainly means it's going to reduce the future number of tags to be allocated, which trows a wrench in their Finance buy not selling in the future more tags.
Don't thinck the poachers (certainly more to come on board) are going to bother buying their tags.
