Definately a paddle bone, shoulder blade.
That one does look small, Native Americans used larger models and lashed handles into the crook on the inside to create paddles.

i do know we put them on the barby wraped in foil great feed .it saves boning them out for hamburg .just save them with all the meat left on and cook them on the BBQ DUTCH

mmmmmmmmmmm shoulder chops cut them about 1/2 inch thick..one of my favs
