wheres the logic?

can someone explain the logic behind this in unit 92 where I bow hunt there are 1400 antlerless additional tags availible but only one per hunter. does this mean there are 1400 bow hunters in the unit?Yikes its getting too crowded.NO tags availible for Manitoulin.

From what I understand, it's one per hunter until a certain date (to give everyone a chance to get at least one), then they open it up and allow us to buy more after everyone has had a chance to get one.
