They said I was not successful, and I had a second choice close to town, hmm. Maybe there are no deer left in Eastern Ontario after those two really bad winters.

You are allowed up to 7 tags. Just cant exceed the number allowed in a given WMU. Different WMU's are okay.
Phoenix - 375 gr. BEE's (babyneilsons)
Micro 315 - 410 gr. Zombies/Lumenoks
Micro 355. - Punisher-Zombies/Lumenoks

Our group got 3 out of 5 doe tags. Our WMU was slashed from 2700 doe tags to 1700 doe tags this year.

John: That just blew my mind. I called the MNR to verify that and you can indeed get an additional seal for another WMU - and not just in WMUs with additional seals. All these years I was under the impression it was a one tag one deer limit per season. But now I can get a tag for each of the other WMUs I hunt. Thanks! That just made my day!

Correction: I would hate to have confused anyone on this issue.

I was talking to some of my buddies / hunters this weekend and they couldn't believe this thing about the extra tags. So I just re-verified with the MNR and this time I spoke to someone a little more knowledgeable.

There is indeed a limit of 6 tags in Ontario, plus your original tag you get with the anterless deer draw, (for a total of 7 tags). However, the additional tags can only be in WMUs that have additional tags available for either the regular hunt or the controlled hunt. These additional tags are clearly marked for which hunt, gender, and WMU they are good for. It is not a matter of being allowed one tag per WMU which is what I understood from the postings above and that the MNR then told me was OK. I knew that was too good to be true!
