with 45lb draw @28" would 150gn heads be too heavy

I assume that you are meaning for hunting. If you use a good 150 grain 2 bladed broadhead that is very sharp you would be fine. I have used Ziwickey 125 grain Eskimo heads and the 140 grain Delta heads on deer from a wooden self bow from 47# to 54# with cedar shafts with great success. Did not have any pass throughs but did get arrow shaft sticking out of both sides. Make sure the heads are ultra sharp and then put a light film of something like Vaseline on the edges because in damp weather the edges will pick up some rust if not cared for. Do not try any kind of mechanical head because your bow won't have the kinetic energy for much penetration. Most multi blade heads will be in the same category.

Came up with this combo
Easton Tradition Only 400 spine 9.1gpi @ 31.5" = 291.2
Weight tube 8.0gpi @ 30" = 240
Super nock 14
String nock 12.9
Fletching 10gr x 3 = 30
Woodsman 3 blade 150
grand total 738gr
Speed at 188fps
Kinetic energy = 59.33 ft#
Shooting 48# @ 29"
Came up with this combo

I use 150gn points on Port Ceder arrows with 5" feathers with my 50lb Stick Longbow and Hunter recurve. now all my vert bows are wall hangers due to health.

I always shot 145 fred bear razorheads. Back in the day we didn't know any better, none of these fancy formulas or anything else. Just a bow you were strong enough to pull back and make the arrow and head heavier, the lighter poundage you drew. I always just went with the heaviest shafts when it was time to buy them. Early on it was just to have the strongest arrows that would last the longest because a dozen arrows set me back a lot back then. The fellows that went by the arrow chart for poundage were always bitching about not getting enough penetration on deer. Later on I figured out why I always had an entrance and exit and they were always loosing deer. If you shoot low speed you need a heavy arrow to make up the differene.

Checkout research done by Ed Ashby. He puts arrows through Asian buffalo with a 40lb recurve. Basically his formula is:
Heavy arrow - above 650 gr
High FOC - above 20%
2 blade broad head with high mechanical advantage
All parts stout enough to sustain no damage when passing through bone
All that equals max penetration
He is more focused on momentum than KE
Your 738gr arrow seems good to me if the FOC is relatively high - like 20%
