Arrow Spine Number?

I have question for all of the archery experts out there; namely, what does spine number represent? For example, a 29" 2117 has a spine of .400 and a 29" 2216 has a spine of .375. Does a higher spine number represent a stiffer arrow? The thing that seems counter intuitive about the spine number is that Easton's software recommends arrows with higher numbers for lower poundage bows.

the .400 is how much flex or bend the 28 in shaft has with weight or pressure on the center of the shaft while it is held at both ends, the lower the number the more stiff the shaft, hope you can undestand my explanation

just for your info and to further Bob's explanation, the weight that is applied is 2#'s...
