Does anyone know if this screw is to lock down the speed ring so that it won't move while shooting... Screw circled in red.

I'm not sure if it actually keeps it from moving or not, but if you take it out and turn the speed ring you will have a hard time trying to get it lined up with the little hole it goes in --- and the speed ring won't do anything without that screw in the proper place and seated in the hole it belongs in.

The screw on the speed ring only holds it to the internal assembly and is not a set screw. Do not over-tighten it or you can snap it off or strip it.

On my XV530IR Trophy Ridge scope the speed dial was moving enough to change settings when shooting straight out of the box. I tightened down that little screw a few turns and it has not moved since and is fairly stiff to change the settings by hand. It is fixed.

Possibly a lock of sorts on that model, ? but, on a "discontinued" Hawke XB30 Compact I bought used, it seems the P/O had removed it a some point..
I contacted Hawke complaininhg the crosshairs would not change to correspond with various speeds I dialed in...They told me it should never have been messed with as that was where the tube was purged with gas after assembly, as well as holding the speed ring in the correct place to correspond with the speeds marked on it allowing the crosshairs to move as the ring was turned.
They were great however, and replaced it with a now current model XB30 SR Pro with a bit more $ from my end to cover cost differances between the two.
