Run a cotton ball over the area and see if it snags at all.

Yes, it is safe to shoot. I have broken a three to four inch long splinter off of my Excal and continued shooting it for over a year. POI did not even change.

I too have the same voids in my own limbs, but the voids run parallel with the limbs, not perpendicular. If you look at the first picture, at the center of the pic, there is a small dimple right at the edge of the limb which runs parallel with the limb. I would call that dimple a cosmetic void. But if you look at the right side of that dimple you will notice what looks to be a hairline crack that is perpendicular to the dimple, crossing the limb edge.

Likewise in picture three, just over an inch to the right of the dimple you will see a black cammo line, which looks something like a sharpie-drkawn arrow extending across the limb face. Notice the similar perpendicular crack/fracture about 1/4 inch to the right

Likewise in picture 4, notice the two perpendicular cracks about 1/4 inch on either side of the cammo stripe?

The OP stated that these only show up when the bow is cocked. That tells me they are opening up under tension. None of the cosmetic voids on my limbs open up when I cock my bow, as they run parallel with the limb itself. But a perpendicular void which opens when the bow is cocked is another story. This phenomenon is what occurs when a limb begins to form those irritating splinters which suddenly pop from the edge of a limb.

I would get the limb checked. It doesn't appear to be cosmetic to me.

Better to error on the side of safety.
Call Excalibur and let them decide what is the best course of action to take.
At least it will get the ball rolling .

Good Luck

Not a pretty sight . Sure points out the need to inspect the limbs if not the whole crossbow before and after every use.
Also makes it clear to me that if one wants a crossbow from excalibur it is best to ndo a visual cull and pick the one with the lest amount of manufacturing limb surface imperfection before purchasing.
The one I have has imperfection free surfaces on both limbs. Which proves it can be done.
